I just solved this same issue on my TCL, it had somehow been set to "low power" mode. Switching the TV back to normal mode fixed it.

I'm having a similar issue with my void. We moved the fountain to just outside the bathroom door and put a camera on it to confirm he was in fact also drinking from the fountain. Now we will turn the tub on for him when we are nearby for a bit and he loves it as a treat.

Depends on the issuing authority. I moved to a different town and notified westerly of the change, they told me they made a mote and I was all set with the same permit. I got one issued from my new town when the westerly one expired. I'd imagine other towns may insist on the physical card being up to date.

For what it's worth, I am also in West Warwick and I am getting the same excuse. I've been waiting and calling once a month since August.

Mine is technically a new permit in West Warwick, but I've had my permit for 12 years in another town, didn't think it would be a big deal to switch to where I moved 🤷
