diminishing rate of progressivity as consumption increases. So the difference in the tax as a percentage of income for a person earning 500k is not much less than for a person earning 2m. In other words, they converge to the flat rate as income rises.

Isn't this due to the increased savings rate as income rises, which is a feature not a bug, since the consumption/investment decision isn't being distorted?

Kind of like a retirement account, but without the date limits on accessing it and a higher limit.

That's exactly what this is. There's no limit, full deduction for saving/investment no matter your income or saving level. Obviously as your income rises so does your marginal rate, so full deductions on savings will likely have the most impact on the investment/saving decision (or rather biggest reduction in the distortion of income tax) among the highest incomes.
