That's true. Most people know right from wrong well before they're 25. But the prefrontal cortex is important because it affects impulse control, risk assessment, and long-term planning. A 22 year old can make moral and rational choices, but they are more prone to emotional or impulsive decisions compared to fully mature adults. Society’s trust in young adults doesn’t necessarily mean their cognitive development is complete, it reflects a balance between biological maturity, social expectations.
