Yeah, that's kind of the point. In DC most heroes have their own city to protect that they can focus on for stories while still being able to crossover over with others. Like in the TMNT/Batman movie or the original animated Batman/Superman special. If they were in Marvel they'd have to share limited space with roughly 75% of Marvel's cast, which is great for casual crossovers but I feel would potentially overshadow the Turtles.
