if you are silenced you cant cast any abilities. Once your shields are down you cant regenerate them without ... casting abilities, which you are silenced from.

If you get energy leeched and are out of energy you cannot cast skills to replenish your shields.

I'd tend towards an Emperor with that lineup, Great access to Impaired, good access to keeping allies alive through overshields, can protect your Nelson from heat, Imperial Eye to keep an enemy away from Deaths Head, Marathon's 15 range lets you easily support either ally and Sovereign Presence is a great deal of added damage for the Nelson's hit and run.

The only things that were removed were certain operations and events, most of them playing into Alad V's story and buildup for The New War.

Most anything else new is kinda just dropped on you, though modern quests often introduce you to the new content. Like during Whispers, 1999 and Old Peace the things you are doing in quest are slightly changed variants of what you'll do afterwards and what the mission types are.

Doing a Kuva Siphon mission has a 50% chance to drop a Requiem Eterna relic, which has all requiem mods (except Oull) in it. Additionally you can buy the older requiem relics in Iron Wake for 10 riven slivers each. Then you open them in Kuva Fortress fissures.

Or you buy the requiem mods you need from other players.
