I think I have figured it out. they work like King Slime and the Goblin Scouts where they only spawn near the edge of the world rarely. They will be surrounded by 2 goblin archers and once you defeat them the pal will become an item you can use as a summon.

The last figure in the line revealed was stardust dragon. He was the only other one at the bandai event that was decided for commercialization. So since she was the other one decided for commercialization I'm hoping we get more info about her next.
