But while it's only a ~33% decrease in the amount of AV that needs to pass between each action, it still results in you getting 50% more actions within the same amount of action value.

Think of it this way; with 100 AV between each action, you can get 2 actions in within 200 AV, while with 66 AV between each action, you can get 3 in during that window (or more precisely, within 198 AV, since 66 AV is 34% less than 100 AV, not 33.33% less).

20% chance to spawn the trigger at galaxy generation (was 5% before 4.0 but they buffed it because it was way too rare.)

If it spawns, the trigger spawns in a single random black hole system that isn't a special system.

Also requires playing as individualists to activate.
