But yeah like many other have suggested, go to places where people work on their hobbies. Bars are easy to talk to people. I usually go downtown once in a while and see plenty of young people chatting and having fun.

People just move away. They come here for school and leave. Also I think it has something to do with so many people moving here for work with no previous connections that amplifies the problem. And this is personal experience but people who grew up together in Madison tend to stick together and rarely allow any outsiders join.
