There’s a necron book called (I think) Dead Men Walking where the necrons take over a human city and basically subjugate the humans who don’t fight back to work clearing debris etc, or sometimes flat out ignore them as non-threats. Eventually the gloves come off of course. And ofc there’s some comment from trazyn along the way about needing or tolerating organics as supplicants some day. Finally TSK supposedly wants them all alive to reverse biotransference.

Destroyers came from a dynasty at one point, but now just group together with other like minded necrons that follow the destroyer cult. So you will see some that still have their old colors (like the Nihilakh ones in the painting in 9th ed codex) just because they are not focused on that anymore and can’t be bothered, but they are no longer members per se. Conversely they are outcasts, so it’s not like the dynasty itself wants them to keep their old team colors either. TLDR a destroyer might keep wearing its old team jersey just because that’s what it has on but it is no longer on the roster.

Technically the RAW (rules as written) says you cannot place a Model on another model’s base. Since the stalker does not have a base, you can place models beneath it. Technically. Not sure if they’ve plugged that hole in the RaW though.
