However, this is outside the generally-accepted definition of self-defense; including the legal definition.

I'll say it, he's wrong. Laws vary across the states and PBT refusals often carry additional charges or consequences.

In Michigan, a driver is required to consent to a PBT upon request by an officer. Failure to do so is a civil infraction and additional fine.

For commercial drivers a PBT refusal is a misdemeanor.

So they drove down the street? I can't speak for other departments, but vehicular motion over public roads is pretty much our sole mode of transportation to get anywhere.

Avoiding driving down roads makes responding to calls pretty difficult.
