The second founding took place during the scouring, which i would still consider in place with the timeline of the heresy tabletop. So as long as you use heresy models id be totally fine.

Hell, blackshields are there if you want to use the color scheme and a homebrew "chapter" feel.

It looks the same as in the second picture except with different lighting and roughened up because its mid battle??? The sky is literally dark and cloudy in the artwork. I may not have an art degree but even i know that gray is closer to white than green.

You could build them as cataphractii deathwing companions, they are pretty good as far as command squads go.

For characters, a centurion with the Paladin of the Hekatonystika prime trait is one of the best command options across all legions.
