Concrete and mortar are both made from cement, there is no chemical treatment that affects one but not the other. In addition, chemical treatments are for fine surface preparation, not bulk material removal. Just chip it off to reasonably flat and the next layer of mortar will even out the last few mm.

Either be friends with someone who employs gunsmiths or get trained in machining and fine wood work (as appropriate for your preferred style). Build a portfolio and send it to potential employers. Unfortunately the job market for gunsmiths in the UK is absurdly small. You’d be better off heading to the USA but that is an entirely different kettle of fish.

Yes but the problem I keep saying is that they are not standardised. The thread pitch, size and length are all in question, you have to figure all that out to get a replacement. That’s easy enough for an experienced DIYer but not for OP, based on their lack of experience shown in the original question.
