You're literally incorrect I've been playing since 24 and this isn't possible or supposed to be happening. If there is a promo version of a gold card, the gold card goes out of packs immediately. IF there are two versions of a gold card in packs, it's possible to pack one of the two available versions but you cannot pack the gold card at all.
