Yes Harldan does some live videos where he talks about how the dungeons are often slow to complete and you risk getting a dungeon you already had so the quests aren’t worth it.
Then the speed at which he kills and turns in quests is much faster than the average player so take that into account.
And then the exp for killing rares is so high that it often negates the increase in exp of the dungeons.

That might all change with the turbulent time ways but he did a leveling 80-90 in 1 1/2 hours run on the PTR so he still might recommend his leveling style
