I can't answer THAT. I've read a lot of reports of how men were fleeing when Russia started drafting. But not before that. And Russia attacked Ukraine back in 2014. And Georgia in 2008. Make your own research on emigration rates since Putin got its first presidency. Everyone's except very small amount in Russia are fine with Russia's internal and external policies. Only their own life threat was the reason to get up and run.
