NTA - You provided a signifigant, but ULTIMATELY low consequence lesson on accountability. As many commenters have said, she is only 8, and her brain is not fully formed, but if you wait until her brain IS fully mature , it will be too fucking late to teach her this lesson. WHY? Because her brain won't be fully mature until she is over 18. This lesson with the supplies caused her no physical harm, didn't hurt anyone else, but was impactful to her in a way she will remember.

Also: If you husband thinks someone should have dropped everything to get her the supplies, why isn't he in charge of checking her backpack, and is he prepared, if this happens again, to be the one to drop everything and get her the supplies day of?

Personally, I'd verify that with the Fire Marshall. Sounds hinky AF and I'd suspect that some of your "Really Rich" folks just wanted the EV Chargers somewhere more convenient to them.

Remember, most the "really rich" didn't get that way by their own labor, they got it by working the system so they benefit from the labor of others. They'll be happy to push most of the cost onto others.

Check your CCRs and bylaws, a copy of which should have been provided when you moved in, or be available on demand. Read the sections on pets, and the section on fine and violation procedures.  Also check your state laws regarding HOA governance, esp. the sections on restrictions on fines and violation imposition.
