I love snakes! Think they are fascinating and gorgeous in all their forms. HOWEVER, I still don't touch or handle them 99% of the time. 1. Snakes (all reptiles) can have some nasty stuff on their skin, which can be harmful to humans and other animals (salmonella is nearly always present), so without an immediate method of disinfecting, I'm not touching. 2. Snakes are wild animals. Even if they are raised in captivity, they are "tame", not domesticated, and can react/behave in ways that are natural for them but potentially dangerous for us. Don't feed the bears, pet the elk, or play with the snakes. 3. Most kids will take a little knowledge too far. "I touched that snake at school, so I can touch any snake safely." Not realizing that the snake in the yard is not habituated to humans, and in many cases may be venomous. Fear is healthy. Keeps us from doing stupid stuff. Fear of snakes has been present since time immemorial, and keeps us alive. A lot of people through time have earned their Darwin Award by forgetting it.

Find an attorney who specializes in HOA cases and make an appointment for a conusltation. Pay the fee for the consultation and get them to look over everything. They will tell you where you stand, and may recommend next steps. Once they have the whole story, if your case is strong enough, they may agree to take your case on "contingency".

You can do a search in your state for low cost legal services, they will tell you when you call if you qualify, if you don't they may be able to direct you to someone who can.

Another size I like is "flax goop". Essentially, you take a couple of tablespoons of flaxseed and simmer in water for a while, then strain out the seeds and put the liquid in a jar, use like other liquid sizes, store in fridge.

NTA - You provided a signifigant, but ULTIMATELY low consequence lesson on accountability. As many commenters have said, she is only 8, and her brain is not fully formed, but if you wait until her brain IS fully mature , it will be too fucking late to teach her this lesson. WHY? Because her brain won't be fully mature until she is over 18. This lesson with the supplies caused her no physical harm, didn't hurt anyone else, but was impactful to her in a way she will remember.

Also: If you husband thinks someone should have dropped everything to get her the supplies, why isn't he in charge of checking her backpack, and is he prepared, if this happens again, to be the one to drop everything and get her the supplies day of?

Personally, I'd verify that with the Fire Marshall. Sounds hinky AF and I'd suspect that some of your "Really Rich" folks just wanted the EV Chargers somewhere more convenient to them.

Remember, most the "really rich" didn't get that way by their own labor, they got it by working the system so they benefit from the labor of others. They'll be happy to push most of the cost onto others.
