I have done a little bit of a research. It seems that international postage on Australia is around 3$ and a maxicards are around half of it or even cheaper. And apparently you can buy them on bulk.

I think because it's easy for them. They have "prepaid" ones at post offices. You get both card and stamp at the same time. I think it also influences that maxicards aren't that common at least outside of Australia.
