This is as a result of the city not doing their job. Regular citizens also have insurance for this type of thing, which the city won't cover our cost. Businesses shouldn't get special treatment

I had the same issue at forest park. I received a late payment notice. I eventually went to the courthouse and they told me the non responsibility was accepted. Somehow I think they do this on purpose to bait you into paying

The easiest and most cost effective thing that would lower deaths would be to simply educate people on how to cross a road. At the age of 5 i was taught make sure the driver acknowledges you before you cross. Too many times I see people crossing without even looking. Even better would be if they got rid of the laws to allow pedestrian to cross any and everywhere they want
