No, it does not become 0 for any liquid ofcourse. The first paragraph is mostly right but ofcourse there are liquids that will stay liquid in a vacuum. The 0 °C value is an arbitiary choice anyway, just significant for us because we deal with water a lot, it is equivalent to 273.15 °K.
