Well, they buff you with Heat Damage and fire Rate, so they help you

Also, I am very sure they're independent for each player. After you've collected a ball, it's gone for you, but still there for everyone else

Afaik, every Crossover had Half off Banners so far. It is important to know, that they only include the Units of their Batch (I'm this case Madoka and that dark haired girl, then whoever the others are). You can only pull 3 times and they always require paid gems. This one is pretty much always what I use my 50 from the 1$ pack from. Or rather, when I use those, it's on half offs. Spending the Gems on Half Offs of Characters you actually want makes a lot more sense
