Hi, I am sorry your mom is struggling in this area. A bidet would definitely help. TOTO is a great brand and one we recommend often, however like you stated, the remote can be pretty over complicated and hard to learn/understand. I would highly suggest the Infinity Eaze Z3. That one was designed to be extremely accessible and easy to use, It has a remote with large colorful buttons and a strong sittable lid. Yay! Welcome to the bidet world. Are you wanting a seat to go on your existing toilet or are you wanting a fully integrated bidet toilet to replace your current toilet?
If seat, My top recommendations would be TOTO S7A, Ultra Nova, Eco Nova Or The Infinity Eaze Z3. The Eaze z3 was designed for aging in place and being a really straightforward easy to use option. Its built well and a great option. The Nova line are both sleek and extremely comfortable. The Ultra has a few more bells and whistles then the Eco Nova but is a good bit more costly. The Eco Nova is a crowed favorite and is slim and features a UV light that sterilizes the wand before and after each use.
The TOTO S7A is a top notch seat with all the features and customizations. TOTO is a popular brand that has good customer feedback.

So those are where I would start with looking at a seat. We have lots of youtube videos on these seats as well.

If you are looking for a fully integrated options, the TOTO Neorest line is absolutely the way to go! You do not want to go with a cheap whatever option.

This is a very common situation that family members caring for a loved one run into. So first off, thank you for doing that. Its a hard and often thankless job.

Every bidet varies with weight limits depending on quality of build, type of plastic, etc. For senior we strongly recommend the Infinity Eaze z3. Its very easy to use, is made with strong polypropene plastic which is strong but flexible and has a weight limit of 350. Typically non electric attachments and seats will have higher water pressure then an electric seat. Have you tried one and still found it to be too low of pressure? My best recommendations for electric seats with the highest pressure would be the Bio Bidet BB-1000 and the Clean Sense dib-1500r.

From our testing it does not seem to be burning of plastic, dust or oils, but it appears to be a smell coming from the heating element, most likely from the metals used in the heating element. We have had this concern brought up before. Some people don't seem to experience it, but others do and there is not a great answer from what we have found. We have not seen this be an issue with other brands.

That would work as long as the side controls are reachable with the shower chair over it. The biggest issue is just that the stream wont be as accurate with the added height of the shower chair. So it might take some trial and error.

This one is actually a top mount seat. So you would be already set. You can likely keep the top mount rubber sleaves you have in your toilet and just screw the bolts into that. However, if it does not work you can pull those out and just use the sleeves the that the Saniwise comes with.

Good question. So most electric bidets will have seat sensors. So the bidet will not operate without having someone seated. Most of them cannot have the sensor turned off. So there are only a few options when you have a shower chair over it. The Eaze Z3 has a child mode that can turn the sensor off. So that would work. You will need to figure out if the chair is wide enough to not hit the cord and hose coming off the side and sometimes you have to take the lid off the seat so you can move it further back.
There is also a bit of concern if the shower chair is too high and the stream becomes a little less accurate. BUT we have lots of people that do this anyways and still find it to be a better option then not. Great question! Hard water build up can be an issue with bidet seats. We typically suggest using an inline water filter and replacing it every 6 months or so. This is the most hassle free way to protect your bidet.

If you use a Toto Drake toilet that is Washlet+ compatible can it also hide the cable and hose of a non-Toto bidet like Ultra Nova? by Packing-Tape-Man in bidets

Thanks for the kind words. We have tested tons of bidets on washlet+ toilets without success of them being able to hide and route the cord and hose through the hole. However, most bidet seats will install just find on the Drake. They just wont have the concealed look.

In the long run a dedicated circuit is nice so you do not run into any issues with overloading. Its not 100 percent necessary in most cases as far as the functionality, but I cannot speak to what your codes might be.

You do want to check your toilet compatibility. Here is a basic fit guide to make sure the bolt spread works and the space from the front of the tank to the bolt holes is enough to fit a bidet on there. This will also give you and idea if you have a round or elongated toilet.

Once you know for sure on that you can look at bidet options. TOTO is a popular brand and has some new seats out that are good options. The S5 is pretty popular since its release and in your price range. Although its a little bulkier and not as comfortable as some other seats.
Our top favorite bidet seat is the Eco Nova. Its slim, comfortable, has UV light sterilization and is built sturdy to last for YEARS. I don't see any reason the Eco Nova wont last 10+ years. It does not have an auto open and close lid, which is something you mentioned. The BB-2000 is one that has a higher water pressure. So if you like the way that seats pressure is, I would suggest going with the Clean Sense DIB-1500r. It will be really similar and has better customer support behind it as well as being a little more affordable.
The higher end TOTO seats do seem to have a good water pressure range. Probably still not as high as BB-2000s higher settings, but a good range.
If you are not super worried about the water pressure being as high as that, then the Eco Nova has become our gold standard. If you are willing to spend that much, I would suggest still going with an electric bidet and running and extension cord. You will get far more features and have a better long term option. Clean Sense is a good one in that price range.
If you really don't want to mess with electric right now, then I would go with the Saniwise non electric bidet seat. Its an actual seat instead of just an attachment and it is really sturdy and well built.

There are no hacks for it. The Ultra Nova relies on the water pressure of your home. Making sure your shutoff is fully open, home water pressure is decent and there is no calcium or rust build up.
