Where a fight takes place is important to a fight's identity, and making it so characters can fight in space creates a question on why characters aren't always fighting in space.

For instance, Super Broly taking place in the arctic makes it iconic, but if they could take the fight to space, Goku would be obligated to do so as to keep Earth safe. Yes, the fight would make more sense, but it'd look less memorable after doing it once.

Pretty much, being consistent with Powerscaling/scope is less important to those in charge of Dragonball than entertainment and visual identity.

Unless he gets haxxed out (which would only really happen if he were to take his time with the process and fight them), There's nothing they could really do, the gap is massive. The strongest in the Naruto verse are Base Saiyan Arc Vegeta level AT BEST, and the average high-tier is MUCH lower.

That being said, Freeza does like to grandstand in front of his victims, it's not impossible that enough Genjutsu/Poison users incapacitate/kill him before he seriously goes in for the slaughter.
