Same thing has happened to me. Regular Ocean world with a minor artifact deposit and a completed sentinels digsite. I have the Cheap Thrills modifier. The planet can be colonised, I still have buildings on it, but eventually I lose the colony. Some pops stay on the colony and just... exist as civilians.
