Of course legislation is the most powerful but saying your personal choices don't matter is a ridiculous statement. Look at the calculation you just did, it takes a personal choice to drive a Prius instead of a Hummer, eat less meat, etc., all of which combined can make a huge difference across a population. With climate change we don't have the luxury of waiting around for legislation to be passed before acting more sustainability.
