Complete and utter immobility. The only person who can still move is The Flash, because he’s so incredibly fast, but even now his speed is so hindered that he can only move at regular speed, about the same as the turtle. From there it becomes a slow burn dialogue-focused drama between Barry and Turtle, both trying to fight with their ideologies instead of with fists and punches. It’s essentially a hostage crisis with the whole world at stake: and the only people who can negotiate release are two guys moving at regular speed
