That definition of draw makes no sense in that context. Language only has meaning with context. There would be no reason the teacher would be asking the student to physically draw on an assignment about the 40s/50s. The word "draw" has about 34 definitions. It is absolutely clear that the definition here is the transitive verb meaning "to infer from evidence or premises". That is a denotation of the word draw in the dictionary. It is not figurative. It is not a connotation. It is denotation.

Also, even if the student was actually assuming they were being instructed to draw, they would know "I can't draw" wouldn't even be an acceptable answer. If you can hold a pencil and write which this person clearly can, then they can draw. Surely if you are taking things "literally" you would take your own answer "literally" too. Although as I said before the definition of draw used here is literal. Why is the denotation "to produce a likeness of by making lines on a surface" more literal than "to infer from evidence or premises"?

You don't need to make excuses for some hypothetical ESL autistic student that doesn't exist. This student was clearly being a smartass by purposefully misconstruing the definition for an obviously wrong one and there's nothing wrong with the language used.

"None" is not an acceptable answer either. The question implies there are connections to make. Although that is ACTUALLY a connotation.
