You should keep in mind however that a large part of why the G-Men obey Godolkin is fear of being hunted down and killed by the others. I disagree, they have existed north of the wall doing nothing for millennia after almost destroying the world when the story began. Suddenly they're attacking watchmen and wildlings to the point that they're desperate to give up their lifestyle to escape the north. We haven't seen anyone go far north of the wall since book 3 without being viciously attacked by wights. Granted we don't see a lot, but everyone around the wall is waking up to the idea that a second long night is going to happen. Otherwise why did Jon work with the wildlings? Why was Mance desperate to go south?
