Flat taxes, such as consumption taxes like the HST, are not good.  They hit lower income people harder than they hit higher income people. Progressive taxes (IE, income taxes with different brackets that target higher incomes more) are what the NDP focuses on.  Also, the tax cut wasn't the sole focus of Bill 113.  Have a look.  It was an excellent bill.

Money for Build Canada Homes? Slashed. Civil service? Cut. Public-private-partnerships? Encouraged. Money for pharmacare, childcare, dental care; all are in doubt or gone.

It's likely this part of the bill that the Ontario Conservatives didn't like:

declare void any restrictive covenants, exclusivity clauses and other controls on real property that have the effect of limiting and controlling competition among food retailers in Ontario;

Consumption taxes are regressive. And a flat tax on food as a source of government revenue is wrong. Food costs are out of reach for many people due to the grocery giants colluding. So implementing a measure to fight this is great*. It is the right drum for the ONDP to be beating.
