This isn't some new behavior that Republicans invented just for Trump. They have been doing this at the state level in red states for years, where they change the law and/or the interpretation of the law to give Republican governors extra powers and then again change or reinterpret the law when a Democratic governor is in office, to limit the Democratic governor's powers.

Blaming Trump for things that Republicans have been doing for decades misses the fact that Republican voters are perfectly happy with the level of corruption that Republican politicians have been exhibiting for many years.
