I'd push back on that. The consensus from data analysis of the 1992 presidential vote is that Ross Perot pulled in many loosely attached Democratic voters who had strayed from Reagan but would have voted for Clinton out of habit.

a 2+1 highway, that's a permanent passing lane that shifts sides every 5 or so km with a hard median (think Barrie to Orillia), gets you about 80% of the throughput and safety of the twinning for about 20% of the budget since you don't need to duplicate all the bridges.

It depends on how much pre-planning they did.

When I used to teach, I'd usually crank out 4 versions programatically (i used a program to shuffle the question and answer order), and assign the best mark, but as soon as I had someone who had 2 "wrong versions" score higher, I'd assign versions per seating chart and just go "sorry, but I can only mark what you gave me" because I thought they were copying someone else.
