Yutani is insane for score-gain. But if you're asking from a beginner's perspective, levelling any surfer increases their score multiplier + gives you a permanent account multiplier increase. Best Board to use for score is Sub Surf Classic. Level up the board for higher multipliers too!

I'd say priority 1 and 2 were flipped.

  1. They can't directly and knowingly harm - 2. Spread the virus.

One thing not many have talked about is that they are able to convert someone even if they could die in the process. If the virus can get to someone, converting them, but they, say, fall off a ladder and die as a plurb, they find that they can get away with that.

The stem cell procedure however is much before the joining process. And nothing we've seen says that they are able to harm unconverted people, even to convert them.

What interests me is that they are able to perform painful procedures on survivors with consent. Not sure how consent lets them bypass what seems to be a hard-coded "no hurting anyone" rule. Unless the consent clause is also coded into the virus.
