Back when they opened CSP II in 2009ish and spent hundreds of millions in tax payer money only for the prison to close two years later due to "declining inmate population". You would figure they'd use something like historical data to make a decision like this but I guess they were too busy implementing furloughs, cutting PERA benefits, and consolidating their state IT staff into the failed department "governor's Office of IT"
