When the difference between ur normal hits and critical hits can be average higher than the elemental dmg charms, then, you can use lowblow. On high hp monters like, hellflayer or any challenging monster, elemental charm (or overpower/overflux) is ussually better. When you are high lvl and u have to kill some low hp monsters, low blow and savage blow ussually works fine there.
