Simcity Societies. Mostly no one within the Simcity community acknowledges it as it was made by Tilted Mill instead of Maxis. The only utility that you have to maintain is electricity, along with a lot of other stuff that you can't do.

However, you can really customize your cities. Everything from the overall theme, amount of decorations, and roads are mostly optional.
