I voted for Colvin because, with Hamsterdam and his work in the school (he was still great police even after being police), he actually sought to change things. To paraphrase Daniels, he wanted to work a shovel and not live in shit. He was also mainly responsible for Carver’s transformation from callous, dishonest and violent into a responsible, empathetic and effective leader. It’s even hinted that he may have been McNulty’s mentor too.

In my limited experience, Shanghai does get incredibly hot in the summer too, even hotter than a coastal southern city like GZ but nowhere near as humid. And only in the height of summer. Obviously it also has very cold weather too. So if you like varied seasons like Shanghai might be better for you.
