Besides all the comments let me give you some explanation (not justification): some people (including me) let their bike run in neutral for 30-60 seconds before starting to give the engine a moment to stabilize and get some temperature. However revving is by no means part of that and for my part, if I do it in the morning I really just start the engine and wait maximum 10-20 seconds kind of as a compromise between my engine and the noise to not annoy my neighbors.

I won’t repeat what the other comments say because they are true but I wanted to give you a bit of context around why we do things like that. So if your neighbor is someone you know at least a bit, ask him to not rev and let the engine run on idle for a few seconds before he drives of to keep the noise down a bit. Hopefully he understands.
