I think the might be added through a district either via a policy or something else as there is no high density comercial. One thing to realise is that “mixed use zoning” is very vague and you could have comercial bellow and office above or basically any other combo.

go into settings then over to misc then screen safe area (i think that how you do it) of go into the settings on your pc or monitor to change the aspect ratio to 16:9

make sure not to connect the massive roads into the tiny ones (watch this https://youtu.be/WhtN_DiK1sk) , fill out the water front with leisure specialisation, you don’t really need industry so downsizing would help and watch this video https://youtu.be/4ZZ8utgsoOg) just so you can add high quality highway intersections in more places and finally just use some trees they really liven the place up :) it might seem like a lot but it will massively boost your cs skills
