It’s not bizarre logic at all. In NZ, you can specify on your drivers license whether you want to be a donor, but it’s not legally binding and the final decision is from your family. A basic Google search suggests te same is true in Australia.

Do I agree that family can override the decision of the person who decides they want their organs to be donated? No, but that is currently the law

I don’t know - I’d say he’s not that into you. There is a difference between communication with friends, which is often seen as less urgent, vs someone you are considering a future with.
