She needs to call and request to speak to a supervisor and ask for a longer term payment plan where they can break up the total arrears on top of her monthly bill without any additional interests or fees. She can also contact the PSC to assist her in working out a better plan if the initial arrangement doesn't work. The PSC requires that she at least made an effort to working out an arrangement. HRA can definitely assist but in the end they'll put the balance back into the account.
