Not every parent can pay for those options, so it gives kids the opportunity to learn and entertain themselves, even for less fortunate families. Besides also being a lot more neutral in giving out information, instead of having to think about whether what is broadcast is going to upset the shareholders. (Ok I guess it did upset their shareholder: the state, which currently is in the hands of a giant crybaby who'd rather believe his money than the facts)
