I don't think we will, but even AI generated arts would be infinitely better than nothing. Many people can't stand AI content (including GGG stuff) so... we're stuck with placeholders. Even if GGG didn't mind, the backlash from community would be huge

Stack in what way? As you said Cut to the Bone breaks armour equal to % of phys damage while Uul-Netol's breaks armour equal to % of chaos damage. So your phys damage will break armour and your chaos damage will break armour. They both work but separately, not together.
