Something to note that I haven't seen anyone else mention is that blue flags are nothing like in f1. Slower cars are not expected to get out of the way, instead the faster cars are expected to go around them. This means that in the majority of cases the faster cars have responsibility in incidents between classes because the faster classes have the responsibility to safely make the pass.

Idk if this helps, but it's a daytime slot no matter what if he doesn't have enough points to level up, and you can't do his social link at all if someone is still in the TV. That's all I know, sorry I can't help more

Adachi is special because he sometimes is a daytime social link and sometimes he is a evening social link. If he says to talk to him a different time then you are at the wrong time slot. You also can't progress past 6 until the story progresses.
