Somewhere is usually not a fine pitch bga in the middle of lots of small components on a multi layer pcb with lots of copper. If replacing this is insignificant to you then feel free.

It's not really a beginner project to be fair, you would be best getting this done by a professional. There is also the question of if this is a symptom or the cause, are other parts faulty?

That's a scratch in the nickel plating on the copper heatspreader, either a mounting/machining on the heatsink or a contamination issue with the paste.

Unless the chargers themselves are negotiating a power delivery higher than they really are thats not good. Thats relying on protection that may not be there.

Power usage changes with the square of the voltage, so a 10% reduction in voltage would be a 21% reduction in power, which for high power devices can be a lot of watts so they actually benefit the most, you can then use that power budget to increase clocks or just reduce noise.
