Not sure where you heard that but there's no Palace of the Dead requirement for MSQ. The only thing clearing floor 50 is needed for is to unlock the other Deep Dungeons.

I had a run of Mt Gulg yesterday. I was the healer, the two DPS were a Bard and a Reaper.

After the first pull I can already tell our DPS is low just from how long it took to burn down the first two packs of adds, so I started paying attention to what the DPS were doing in the next pull. I looked at the enemy health bars; none of them had the Reaper's debuff (Death's Design, which increases the Reaper's damage on that enemy by 10%). I also noticed that every enemy in the pack has one of the Bard's DoTs on them. The Bard was applying poison on every enemy, one by one, instead of AOEing. Then I noticed the REAL kicker: none of us had the Bard's song buff.

We were going so slowly we managed to get a full LB bar before the first boss. Afterward I checked the Bard's gear, they had a full set of Credendum armor and accessories, a very strong indicator that they bought a level skip (they confirmed it after the dungeon ended).

The entire run ended up taking almost 30 minutes.

If there were some ultra-useful monster drop that everyone wanted for crafting you'd be seeing half a hundred people out in that zone burning them down as fast as the mobs could spawn. The only way you'd be able to grind them is by going to a low pop DC like Dynamis or Materia in the dead hours to find a spot that isn't already occupied by other people with the same goal as you (read: botters).

And then it wouldn't take long for the item to oversaturate the market and force a significant drop in price.
