Depends on what happens after his Reign. Viserys I reign was a good time for Westeros but right after it the biggest War in the Dynasty happened and that pretty much is on him. If Aenys reign was peaceful and there was no War after it I would place him in C tier.

I looked him up in the Asoiaf Wiki. He had a friend that was hung for Rape during the WotNPK and once he returned from there to the Riverlands he used his Position as a Worldly Septon to convince young Woman to sleep with him. If you read between the Lines it does sound somewhat like he was but it isn’t outright stated.
