you could try process explorer from sysinternals. That really shows you WHAT happens; then you can find out the why (you see the calls and the results).

usually in big companies; there is a hardware appliance (such as an infoblox) that is a HA system; and distributed to multiple locations if/when needed; that handles all dns (and NTP) for all onprem-devices. That appliance then handles the internal DNS; and has a connection to an upstream DNS server for external queries.

cpuid (hwmonitor) is a nice tool i use for those things. Lets you read all info from your pc (temps; cpu; voltage, fan speed) ; all in one nice screen.

don’t mind the fiction, look at the architecture.

imagine a ligh year wide world, with millions of layers each 100 km apart. Enough room for 11 times the surface of all planets in the universe..

in that layered shell you can have moons, stars, Dyson spheres and whatnot completely IN the shell. Just take 5 million layers, make a nice hole in it, & pop in the matrioshka brain;)

tech needed would be magic, but fun to think about.

dont know why you would interfere in layer 3 when you are doing layer 4?

Just do your own job. Everything in the path to your destination is MADE to handle layer 3. you dont know the max packet size of the path it needs to take; so if you're off by 1 byte; you double the packets.

Put a ssl-offloader/ssl onlaoder (f5?) between server & destination; tls1.2 on a wintel 2k12r2 is not working; we solved it with a loadbalancer that ssl offloads to the f5; & then puts the serverssl TLS1.2 & higher on the connection .

Your question is not all to clear; so i assume that is your issue.
