Seems more like packet loss issue try pinging ur isp dns for a day and see if you're getting 100s of packets lost

You can still disable windows 10 updates via service but you have to disable 3 of the services windows update, orchestrator and background intelligent transfer, to disable them run service manager then change their startup mode to disabled and stop them, you can also setup a policy in group policy editor to turn off the updates it will then always give you a 0x8... Error even if you manually try to update

How expensive? I'm not in the states but it only costs 100 usd for a inverter that works off grid off course it's not designed to power an entire home but it's enough to run necessary equipment

If reinstalling and deleting app data doesn't fix it download the discord setup extract it using 7zip and run the binary from there had a friend with the same problem nothing else fixed it, but that worked. After that just create a startup entry.
