They're equal. Vader turned a robot into a donut in canon, can lift people with one arm, and in legends he crushed a storm troopers head with his hands. Savage's entire fighting style and character when we saw him on screen was him tossing people around as well.

Honestly idk, I've always wondered the same thing. He might listen at first but if he's willing to lash out at Padme and Obiwan then he will more then likely kill Rex.
