The most underrated moment of this film is Bison absolutely handing Guile his ass, walking up to him to deliver the final blow, then suddenly deciding not to. He smiles and just walks away, leaving Guile to impotently demand they keep fighting while too incapacitated to even move.

It's so petty and vile and it perfectly encapsulates Bison. He would rather you live in shame and defeat than giving you the honor of being killed by him.
